NANB Statement Regarding the Registration Status of Donna Collins

NANB frequently receives inquiries regarding the registration status of Donna Collins. Donna Collins was actively registered with NANB as a Registered Nurse from 2000–2012 and as a Nurse Practitioner from 2012–2013. Her registration with NANB expired on December 31, 2013, after which she was no longer authorized to practice nursing or use the titles Registered Nurse (RN) or Nurse Practitioner (NP).

Following a disciplinary hearing on November 22, 2017, Ms. Collins was reprimanded by the Discipline Committee and issued a fine for improper use of actual and fictitious nursing designations such as RN, NP, “RN+” and “DNP”, while not being a registered member of NANB.  Donna Collins has not been registered with NANB since December 31, 2013. She is not authorized to practice nursing in New Brunswick, to hold herself out as a person authorized to practice nursing, or to use such designations.

In a decision dated January 6, 2026, a panel of the NANB Complaints Committee accepted a Consent Agreement between NANB and Cindy McCarthy (Registration Number 023452). Ms. McCarthy admitted to violating the boundaries of the nurse-client relationship by providing care to her NP colleague while she was also a patient of her NP colleague.

Ms. McCarthy has voluntarily agreed to the following conditions of her registration:

1. Successfully complete remedial education related to professional boundaries in nursing; and
2. Provide each employer, including entities for whom she provides services as an independent contractor as a Nurse Practitioner, and every other regulatory with which she is registered with a copy of the Consent Agreement and corresponding Complaints Committee Decision and notify NANB of any change in address or employer.

Ms. Rideout has voluntarily agreed to the following conditions of her registration:

1. Successfully complete remedial education related to professional boundaries in nursing; and
2. Provide each employer, including entities for whom she provides services as an independent contractor as a Nurse Practitioner, and every regulatory with which she is registered with a copy of the Consent Agreement and corresponding Complaints Committee Decision and notify NANB of any change in address or employer.

In a decision dated December 15, 2025, a panel of the NANB Discipline Committee accepted an Alternate Complaint Resolution Proposal between NANB and Sylvie Rousselle (Registration Number 023048). Ms. Rousselle admitted to likely expressing a certain level of frustration in her communications with a colleague while she was experiencing stress; being firm in her interactions with colleagues; occasionally experiencing difficulty managing her stress due to staffing shortages; demonstrating a lack of critical judgment by relying on the family of a palliative care resident to determine whether the resident was uncomfortable; failing to follow the facility’s palliative care protocol by omitting to administer appropriate medication doses based on the resident’s needs in order to ensure the resident’s comfort; having to ask questions during a post-admission meeting and giving the impression of being disorganized and unprofessional during that post-admission meeting; experiencing difficulty with the technology used in the course of her employment; and lacking the necessary software knowledge to meet the NANB Standards of Practice for Registered Nurses.

The NANB Discipline Committee ordered that the suspension of Ms. Rousselle’s registration imposed by the Complaints Committee on November 25, 2021 be lifted and that conditions be imposed on Ms. Rousselle’s registration.

Ms. Rousselle has voluntarily agreed that her registration be subject to the following conditions:

1. Review the Canadian Nurses Association’s Code of Ethics for Registered Nurses (2017) and the NANB Standards for Medication Management;
2. Successfully complete remedial education related to professional nursing communications, the Code of Ethics, relationships with patients and their families, computer skills, and the prevention and management of workplace conflicts;
3. Submit performance evaluations from her employer(s) from the date of her return to the active practise of nursing; and
4. Provide each employer and regulatory body with which she is registered with a copy of the Discipline Committee’s Decision and Order and notify NANB of any change in address or employer.

In a decision dated December 15, 2025, a panel of the NANB Discipline Committee accepted an Alternate Complaint Resolution Proposal between NANB and Monique Schorer (Registration Number 019867). Ms. Schorer admitted to not following the facility’s palliative care protocol, which requires that a nurse regularly assess a resident’s condition every two hours; being unable to describe the condition of a palliative care resident and the role of the registered nurse during a meeting; contravening the facility’s infection control directives by removing her face mask in the care corridor in August 2022; completing her shift notes under a colleague’s name; leaving the facility to smoke during night shifts while she was the only nurse in the facility and placing a resident in a situation where the resident could have been at risk; failing to complete an incident report and to document a resident’s fall in the resident’s chart; failing to comply with the Canadian Nurses Association’s Code of Ethics for Registered Nurses (2017); and failing to comply with the NANB Standards of Practice for Registered Nurses and the NANB Standards for Documentation.

The NANB Discipline Committee ordered that the suspension of Ms. Schorer’s registration imposed by the Complaints Committee on March 27, 2023 be lifted and that conditions be imposed on Ms. Schorer’s registration.

Ms. Schorer has voluntarily agreed that her registration be subject to the following conditions:

1. Successfully complete remedial education related to the code of ethics, nursing documentation, the nursing profession in Canada, and health assessments;
2. Review the Canadian Nurses Association’s Code of Ethics for Registered Nurses (2017), the NANB Standards of Practice for Registered Nurses, and the NANB Standards for Documentation;
3. Practise under the supervision of a Registered Nurse or Nurse Practitioner for the first 450 hours following her return to the active practise of nursing and submit written reports from the supervising Registered Nurse or Nurse Practitioner;
4. Submit performance evaluations from her employer(s) from the date of her return to the active practise of nursing;
5. Not work independently as a self-employed Registered Nurse or in a supervisory role until she has an unencumbered registration; and
6. Provide each employer and regulatory body with which she is registered with a copy of the Discipline Committee’s Decision and Order and notify NANB of any change in address or employer.

In a decision dated December 15, 2025, a panel of the NANB Discipline Committee accepted an Alternate Complaint Resolution Proposal (“ACRP”) between NANB and Mandela Nelson Okinyi Atinga (Registration Number 032027). Mr. Atinga admitted to being on a personal cell phone during work time; failing to complete and record vital signs; failing to complete and record patient assessments; failing to notice that his diabetic patient had been placed on a dextrose infusion and failing to correct the error; failing to conduct hourly patient rounds; administering a medication to a patient three hours early due to failing to verify when the medication had last been administered; failing to administer a scheduled morning insulin dose and failing to detect the error; failing to record relevant information on his worksheet; failing to set an intravenous pump at the appropriate rate; requiring instruction on how to reorder medications; not knowing whether medications could be administered to a patient who was NPO (nothing by mouth) and asking the same question twice; and requiring direction when performing a PICC line dressing change and flushing for the first time.

The NANB Discipline Committee ordered that the suspension of Mr. Atinga’s registration imposed by the NANB Complaints Committee on December 20, 2023 be continued until remedial education is completed. When the remedial education is complete, Mr. Atinga will be eligible to apply for a conditional registration.
